I believe the answer is: accepted election results that returned Southern planters to power

Because of this action, Andrew Johnson had the reputation of being soft or even somehow supported the ex-confederates. This lead to many conflicts with his trusted advocates and eventually the Congress decided to impeach president Johnson.

President Johnson’s plan for Reconstruction frustrated many members of Congress because it “accepted election results that returned Southern planters to power,” since many Republicans in Congress wanted to “punish” the South more severely.
